Their are no regulations on Bandmasks.
Only guideline I know of is U.S. Navy Dive Manual for Navy divers.
OSHA and Coast Guard have no restrictions.

Go with a free flow air helmet.
A little research and you can find a used Swindell or a new Advanced 2000 air hat same design just new.
No strain on neck, head moves in the hat. neck ring sits on shoulders.
Great hat for ship work. you do not need a gasp per breath hat.
Also Aquadyne AH-2 air hat works great.
Both have good communications, double exhaust valve and protect the head from impact, no neck injuries or strains.
Band mask liability is ear infections and poor communications.
Old school is the way to go pal for what you are doing.
You want a hat that works for you and not you working for the hat.
A used Swindell is less money than a EXO or Bandmask and is a better working rig.

The difference between a used compressor and a new one is the amount of money(loss) you can afford when the used compressor breaks down and the client runs you off the job.
New is new and not worn out.
Used with new paint is still used.
Sounds like you can't afford to be in business.
Just an observation.
If you buy used buy a Quincy they can be rebuilt the rest are junk.

The BR-22 is a safer torch, rugged and works great.
Parts are not interchangeable with the BR-21 so those box's of spair parts are now a dusty shelf item if you switch to the 22.
Like everyone out there the 21's will be used till they fall apart and the spairs are used up.
Collets for the 21 cannot be used in the 22 so I guess you could paint the 21 collets red and black and then you can play checkers.

Read Federal OSHA standards for Commercial Diving which you must ahear to no matter where you work in the USA.
Standards require Formal training to be a commercial diver.
Divers who were grandfathered were divers prior to Fed.OSHA Standards.
Formal training is Military,Apprenticeship,Commercial Dive School.
Not uncle Bill and a Desco Mask with hand pump.
You must meet the standards to get in the water.
On the job training unless a recognized apprenticeship will not count.
On the job training only counts after formal training.
ANSI Standard for Commercial Diver Training is at least 625 hours of formal training with certification.

Given the choice between a SBCC graduate and one from a puppy mill I always hired the kid from SBCC. Best training, educated ( could spell his name ) and good work ethics.
Check who owns the dive companies today and you will find that most are graduates of SBCC.
If you want to climb the ladder of success the best way to the top is with a degree or the best training both can be obtained at SBCC.

The Leonard Greenstone Marine Technology Training Center (Chino Divers)is facing closure due to lack of funding by the California Department of Corrections and Rehabilitation.
As you know our graduates are Hammers in the industry with a great track record. We are the only prison in the world that trains commercial divers. We are not taxpayor funded. The recidivism rate of Chino Divers is 5% the best in the USA or the World.

Seabee or combat Engineers is pretty much the same thing, both are trained constructors.
Over the years I have found that divers I hired that were ex combat engineers out performed Navy divers.
No disrespect for Navy divers but there training after dive school which is what counts usually has nothing to do with marine construction.

SBCC is by far the best dive school in the USA and yes you get college credits. The owners and upper management of a large number of dive companies are graduates of SBCC Marine Technology program.
What does that tell you.
The more tools in your tool box (brain) is what will get you employment and success is the diving industry.
Do not waste your money on puppy mills.

Go to Keene Engineerings web site.
Your pump is to small even to jet.
Use a gas or diesel fire pump, portable or skid- pressure you need is 100 psi min.
You could also use a trash pump with the suction hose as your dredge with a 30 degree pipe nozzel.

7014 rod dipped in urathane works very well for U/W welds.
Also rods dipped in canning wax works ok but not as well as the urathane. wax can flake off and then flux absorbs the water.
7014 rod used right away in 12 feet of fresh water without a coating welds as well as rod that has waterproofing.
We have tested the 7014 urathane in our wet pot to 125 ffw with good results.
good to train with since the cost is low.

RapidFire ignition cartridges are the about the size of a 12 gauge shotgun shell. One time use.
you slip it on the end of Broco rod, press O2 on and strick against steel. Self ignites.
You will have to contact Broco for price.
Sorry to say it sounds like you don't make enough money on your jobs.
cost is a pass along to the client, just like the burning rod is.
